The Los Angeles City Council has taken a major step toward reshaping the future of two of its most iconic neighborhoods. On May 3, 2023, the Council unanimously approved comprehensive updates to the Community Plans for Downtown Los Angeles and Hollywood. These updates mark the first significant revisions in several decades and are intended to tackle pressing urban challenges such as housing, transportation, and equitable growth in some of the city’s most populated and economically vital districts.

DTLA 2040 and the Hollywood Community Plan: A Vision for Smart Growth

Dubbed DTLA 2040, the Downtown Los Angeles plan lays out a strategic vision through the year 2040, focusing on creating a denser, transit-oriented, and more sustainable urban core. It introduces new zoning codes designed to encourage mixed-use development, increase affordable housing stock, and reduce dependency on cars by promoting walkability and access to public transportation.

In parallel, the updated Hollywood Community Plan seeks to manage anticipated growth while respecting the historic and cultural identity of the neighborhood. Key features include revised height limits, protections for historic districts, and incentives for developers to include affordable housing in new projects. The plan also prioritizes pedestrian infrastructure and green space enhancements in response to community feedback.
